Francis Besaw’s story

Green Bay, Wisconsin. Francis worked as an instrument supervisor at Northern Paper Mills in Green Bay, Wisconsin, from 1946 to 1968 and at James River in Halsey, Oregon from 1968 to 1987. At these jobsites, he worked with asbestos insulation used to cover the paper machines, turbines, and pipes. He also handled asbestos blocks and cement.

Before he was diagnosed with an asbestos disease Francis was very active for his age. A U.S. Marine Corps veteran, he did most of his own yard work and snow shoveling, and all of his own home repairs. He cooked, cleaned, and did all the shopping. He liked baking and made about a dozen loaves of bread each month.

Francis’s widow, Bernice, and daughter live in Wisconsin.

How would the asbestos bailout bill hurt Francis’s family?

The case was filed in July 2005 in the Circuit Court of Milwaukee County in Wisconsin. Under the asbestos bailout bill their case would be wiped out and they would be forced to start the claims process from the beginning under the proposed asbestos trust fund.
