A states average premium increase is calculated as the unweighted
mean value of premium increases for all companies for which data is provided
across all regions. The AMA does not list any objective criteria for its
classification of crisis states, but it's "okay" states all meet
the AMA's political objectives in terms of existence of severe caps on non-economic
damages.
