Issues: Whether the District Court abused its discretion when it issued a perpetual blanket protective order that covers all unfiled discovery from any source and requires Columbia Legal Services (a non-profit, public interest law firm) to seek leave before utilizing the discovery in any way without requiring the producing party to demonstrate good cause pursuant to Fed. R. Civ. P. 26(c) as to each document it sought to protect by showing disclosure would cause prejudice or harm?
