Issue: Whether the “hard limit” on recoverable noneconomic loss in R.C. 2323.43(A)(3) that applies to serious or “catastrophic injuries” does not violate the “due course of law” provision in Article I, Section 16 of the Ohio Constitution and is, therefore, constitutional.
